Our second attempt to qualify for the ballot in Oregon was when we made our first big breakthrough—we secured over $100k for paid petitioners. We began to hire paid petitioners, but were worried we weren't collecting fast enough and so decided in late summer of 2023 to suspend petitioning until the next election cycle began. We collected over 30k signatures during this cycle.

Building on our first two attempts to qualify an initiative for the ballot in Oregon—which proposed banning the injury, killing, and breeding of animals statewide—our 2026 campaign came the closest yet to qualifying. We submitted just over 140k signatures, ultimately coming up around 13k verified signatures short. We had over 160 individuals help collect signatures.

The first ever proposed ballot initiative in history (that we know of) seeking to ban the injury, killing, and breeding of animals—including killing for slaughter, hunting, or experimentation. During this early effort, we collected over 2k signatures, and began recruiting the volunteers needed to try again for 2024. Two of NALLA's board members helped run this initial campaign.

The National Animal Life and Liberty Association (NALLA) was built on the foundation of three Oregon ballot initiative campaigns that came before it. All of the initial incorporators and initial directors were organizers with one or more of these prior initiatives. Known as IP28, IP3, and IP13, these were the first ballot-initiative campaigns in history to seek a total prohibition on the intentional injury, killing, and breeding of animals. For more about the inspiration behind those campaigns, including our lessons from the suffrage movement, check out the article "How can we get the world to talk about animals’ inviolable rights?" written by one of NALLA's directors.
